I found this red nylon dog collar this afternoon around 3:40pm, lying near the bus stop outside the Kent Central Market on Market Street. It's an adjustable collar, size small, with a bright neon reflective stripe along the edge. A tiny brass bone-shaped tag dangles from the buckle; the tag is etched with a name and a phone number, though the numbers are a bit worn.
