Lost & found briefcases in Washington DC

Found black leather briefcase with a distinctive blue tag near Dupont Circle bench containing documents and a laptop.

I found a black leather briefcase on a bench near Dupont Circle in Washington DC on October 12th. It appears to be quite full, with what looks like some important documents and a laptop inside. There was no ID, but it does have a distinctive blue tag on the handle that might be helpful for the owner to identify it.
