Found bright green cockatiel with yellow crest

I found this bright green cockatiel with a yellow crest this afternoon around 2:30pm near the Santa Barbara Public Library on Anacapa Street. It has distinctive orange patches on the cheeks and blue-tinted tail feathers. It seems healthy and fairly social, letting me approach and perch on a finger for a moment. There's no sign of a cage nearby, and it looks well cared for.
