Found a vibrant green and yellow parakeet near the beach in Santa Barbara, California.

I found a vibrant green and yellow parakeet perched on a rock while I was walking along the beach in Santa Barbara this morning. The little guy seems friendly and was chirping softly. I've tried to capture him, but he quickly flew away a few feet and landed again, so he might still be around in the area. He doesn’t have any identification, but he's obviously someone's pet.
