I found a Ludwig Accent 14-inch snare drum in black wrap with chrome hardware this afternoon around 2:15pm. It was leaning against a trash can near the California State Capitol on 10th Street, Cesar Chavez Plaza. It has a few scratches along the shell and a small dent near the rim, but it still sounds solid. Tucked into the snare's strap lug were two wooden sticks and a drum key taped to the strainer with blue painter's tape bearing the initials 'JR'.
