Green parakeet found near Clinch Park Marina, TC

I found a small green parakeet this afternoon around 3:30 pm near Clinch Park Marina on Front Street in downtown Traverse City. It’s about 6 inches tall, emerald-green body, yellow head, blue-tinted tail, and it wears a small blue leg band on the right leg with the code 'TC-07'. The bird seemed curious but a bit nervous, and it perched on the railing by the water before letting me approach.
