I found this bright blue nylon dog collar this afternoon around 4pm outside the Rialto Theatre area on East Congress Street near Fourth Avenue in downtown Tucson. It's about 1 inch wide, adjustable, and in good condition with a reflective white stripe along the edge. There’s a small bone-shaped metal tag engraved with the name 'Nova' and a partially scratched phone number, plus a tiny paw-print on the buckle.
