Beagle mix with blue collar and paw-tag

I found a beagle mix this afternoon around 2:45pm wandering near the Tower Bridge in Old Sacramento. It's about 22 pounds, tan and white with a short coat, wearing a bright blue nylon collar and a paw-print metal tag that reads 'Milo.' There's a small scar above its left ear that makes him easy to identify. He was friendly, came right up to me and let me pet him, so I walked him toward the Sacramento Riverfront to see if someone was missing him.
