Limited-edition Spider-Man action figure, mint in box

I found a limited-edition Spider-Man action figure in mint condition, still sealed in its blister-packaged card, this morning around 9:15am. It was on the sidewalk outside the Riverfront Market on Water Street in Peoria, near Riverfront Park. The packaging is pristine, just a small crease at the top edge and a tiny dent on the blister. The back has a HobbyCon 1999 sticker, and the card features a classic 1990s Spider-Man image. If someone is missing this collectors item, please reach out—I'd hate for a fellow collector to reclaim it.
