I found a black nylon backpack this afternoon around 4:15 PM behind the Rite Aid on Market Street in downtown Wheeling, in the Northern Panhandle. It's a compact gym-style bag, roughly the size of a large book, with a neon lime zipper pull on the main pocket and a small white tiger sticker on the inside flap. Inside there’s a library card with a student's name, a coffee shop receipt, and a photo envelope with a family photo—clearly sentimental.
