Paperback fantasy novel with blue cover found

Found a paperback fantasy novel this afternoon around 3:15pm near the Mattoon Public Library on Main Street. It's a sky-blue cover with a small silver fox sticker on the back and a creased bottom-right corner. Inside, there's a Charleston Public Library stamp and a folded note with the name 'Samir' scribbled on the title page.
