I found a grey tabby this morning around 9:15am in the parking lot behind the Kokomo-Howard County Public Library on West Superior Street. It's a medium-sized, short-haired cat wearing a bright blue collar with a small bell that jingles as he moves. He has a distinct white chest patch shaped like a heart and a tiny scar above his left eye. He seemed calm and friendly, but I didn't want to stress him out, so I kept him close until he followed me to the edge of the lot. No microchip tag is visible, so I'm hoping to reunite him with his owner—if this is your cat, please reach out.
