I found a small blue-green budgie with a bright yellow cap this afternoon around 2:15pm, perched on a railing outside the Bijou Theatre near Market Square in downtown Knoxville. It has a distinctive white patch on its left wing and a short, curved beak that glints in the sun. The bird seemed calm but a bit curious, so I carefully scooped it up and placed it in a small travel cage to keep it safe while I look for its owner.
