Found black tuxedo jacket, size medium, near Cardiff Bay in excellent condition.

I found a black tuxedo jacket while walking my dog close to Cardiff Bay last Thursday. It appears to be a size medium and is in excellent condition. The jacket has a small label inside that might have a name, but I didn't look too closely as I wanted to make sure it was safely reported first.
