Blue hand-painted ceramic vase with gold trim

I found a blue hand-painted ceramic vase this afternoon around 3:15pm behind the entrance to Cardiff Central Library on The Hayes. It's about 20 cm tall, cobalt glaze with white floral patterns and a thin gold rim. There's a tiny chip on the lip and a sticker on the base that says 'Made in Wales' with handwritten initials 'M.W.' on the bottom.
