Blue nylon dog collar with name tag

I found this blue nylon dog collar with a reflective stripe this afternoon around 3:45pm near the Brainerd Public Library on Oak Avenue. The collar is about 1 inch wide and in good condition, with a small metal tag engraved 'Riley' and a tiny paw print icon. There’s a faint scuff on the buckle from being on the ground, but it’s fully usable. If you lost a collar with a Riley tag in Brainerd, I’m happy to hand it over to you—just reply here and we’ll arrange a quick meet near the library entrance.
