I found a bright green budgie this afternoon around 3:15pm perched on the railing outside the National Museum of Natural History on the National Mall. It has a blue tail, an orange beak, and a small blue leg band marked 12A. The feathers are glossy, no visible injuries, and it seemed friendly enough to a gentle touch. It chirped happily when I called, and it hopped onto my finger after I offered a seed.
