Found silver ring with blue topaz setting near Lake Champlain, Vermont.

I found this stunning silver ring while walking my dog near Lake Champlain in Vermont last weekend. It's a bit scratched but still very pretty and it seems to have a blue topaz setting. I really hope to return it to its owner, as it looks like it could be of sentimental value.
