Small brass pocket compass with leather pouch

I found a small brass pocket compass in a tan leather pouch this afternoon around 3:15 PM. It's pocket-sized, about the size of a quarter, with a clear glass face and a brass rim; the back is engraved with the initials J.R. There's a tiny star-shaped scratch on the glass and a frayed red thread loop on the pouch. I found it on the sidewalk near the Rose Garden on S Broadway Ave in Tyler, East Texas, right by the coffee shop where I grabbed a quick drink.
