Gray tabby cat with green collar found near Gathering Place

I found a gray tabby cat this morning around 6:25am near the Gathering Place by the river in Tulsa. It's a short-haired cat wearing a bright green collar with a tiny silver bell that jingles as it moves. It has a white bib on its chest and a faint scratch above its left eye, but otherwise healthy and friendly. It followed me a short distance when I called and seemed curious about people and dogs.
