Found a rare vintage 1980s Topps baseball card in great condition near downtown Tri-Cities park.

I found a rare vintage baseball card while walking in the park near downtown Tri-Cities. It appears to be a Topps card featuring a popular player from the 1980s. The card is in great condition and has a slight glossy finish. If anyone can identify it and prove ownership, I'd be happy to return it!
