I found a blue JBL Charge 3 Bluetooth speaker this afternoon around 2:15pm, sitting on the curb near the Topeka & Shawnee County Public Library entrance on SW 10th Ave. It's about 8 inches tall, with royal blue fabric and a black grille, and there's a small dent along the bottom edge where it bumped something. There's a white sticker on the back with the initials 'A.B.' and a micro-USB cable still attached to the port. I tested a quick pairing with my phone and it connected fine; battery shows about halfway.
