Binder of Pokémon cards with holo Charizard

I found a red three-ring binder full of Pokémon cards this afternoon around 4pm, near the Texoma Public Library on Oak Street. The binder is bright red with a big Pikachu sticker on the front and a small coffee stain on the back cover. Inside there are about 50 cards from late 90s to early 2000s, with a few holographics showing and a well-loved Charizard that still shines. The binder shows some wear, and one page is a bit creased, but the cards look mostly untouched. If anyone recognizes it, I’d love to get it back to its owner—this hobby clearly means a lot to someone.
