Found two dog collars near the Clinton Square fountain in downtown Syracuse around 6:20 p.m. yesterday. One is blue nylon with reflective piping, the other plain black; both look sturdy and clean, as if they were set down gently during a stroll. I pictured a dog waiting off-leash, tail wagging, and I felt a little tug of worry for the owner who might be pacing the sidewalk.
