I found a small blue budgie this morning around 11am perched on a bike rack outside the HUB-Robeson Center on College Ave in State College. It's blue with a white belly and bright orange cheeks, about six inches long from beak to tail, plus a tiny silver leg band on the right leg stamped 'SP-12' that might help identify its owner. It seemed healthy but a bit skittish around people.
