Missing person: 5'9" man in red jacket

I lost my cousin, Leo Chen, yesterday around 3pm in Sheboygan. He’s about 5'9", slender, with short black hair and a small scar above his left eyebrow. He was last seen wearing a blue hoodie, a red jacket over it, dark jeans, and gray sneakers, near the Public Library on Wisconsin Ave. I’m really worried—he has a compass tattoo on his right forearm and carries a faded blue backpack with a university logo. If anyone sees him or has information, please contact me; I just want him back safe.
