Beagle mix dog found with blue collar

Found a beagle mix dog this afternoon around 3:45pm near the Rockford Public Library on Main Street. It's a medium-sized pup with a tan and white coat, and it wears a bright blue nylon collar with a small heart-shaped tag that reads 'Luna' and a tiny white patch on its left hind leg. He seemed friendly and curious, wagging his tail as I walked him to the corner by Riverfront Park; he doesn't appear injured and I didn’t notice a microchip.
