Small green parakeet with blue tail

I found a small green parakeet this morning around 7:45am near the Rhode Island State House on Smith Street in Providence. It has a bright blue tail, a yellow beak, and a tiny red ring on its right leg with '24' engraved. It seemed pretty tame and hopped onto a lamppost for a moment before I approached, then perched on my finger for a few seconds. It doesn't wear a collar, and it chirped when I offered a little seed.
