Gray cockatiel with yellow crest found near Bayside Marketplace

I found a gray cockatiel this afternoon around 2:30pm fluttering around near Bayside Marketplace along Biscayne Boulevard in Downtown Miami. It’s a medium-sized bird with a bright yellow crest and orange cheek patches, and the body is mostly gray with a few blue-tinted feathers on the wings. It had a small red leg band with the number A14, which tipped me off that it’s probably someone’s pet rather than a stray. The bird seemed healthy, chirping softly and perched on a railing by the water, waiting for someone to notice.
