Small green budgie with blue tail, found downtown Mankato

I found a small green budgie this afternoon around 4:15pm near Riverfront Park on Front Street in downtown Mankato. It has a bright orange beak, blue tail feathers, and a white ring around its left leg with 'AM4' etched on it. The bird is clearly someone's pet—it's calm and hops onto my finger after I approached.
