I found a small black vinyl binder in the parking lot behind SteelStacks in Bethlehem, Lehigh Valley this afternoon around 2:15pm. It's about the size of a shoebox, with 18 12-inch records inside; the covers show colorful labels and some wear, and there's a bold red star sticker on the front. There's a handwritten note tucked into the inside cover that says 'Jason' in silver marker, plus a separate index card with a list of band names.
