Found a bright blue parakeet near parks in Kansas City, Missouri, USA.

I found a bright blue parakeet this morning while jogging around the parks near Kansas City. It seems very friendly and was chirping away, but I couldn't see any tags or identification on it. I'm hoping to find its owner, as it seems a bit distressed and lost.
