Blue plush dragon with orange wings found near library

I found this blue plush dragon this afternoon around 2:15pm near the Flagstaff Public Library on Aspen Ave. It's about 12 inches tall, with soft royal-blue fur, orange felt wings, and a snug red scarf that's a bit frayed. A small green patch on its belly and a tiny stitched star on the left wing give it character. It looks well-loved, like a kid's favorite bedtime buddy, maybe a gift, and it clearly belongs to someone.
