Missing teen: 16-year-old in red hoodie

I lost my son, Noah Carter, 16, yesterday around 3:15pm near the Diamond Jo Casino along the Dubuque riverfront. He was wearing a bright red hoodie, black jeans, and white sneakers with a blue stripe, and he had a blue backpack with a phoenix patch slung over one shoulder. He has a crescent-shaped scar above his right eyebrow and a blue beaded bracelet I gave him for his birthday; he never separates from that bracelet. I'm really worried because he's new to town and tends to wander off, and this area gets busy with tourists in the afternoons.
