Silver bracelet with blue stripe and anchor charm

Found a silver bracelet this afternoon around 3:10pm on Market Street near the Riverfront Market in Wilmington, Delaware. It's a slim sterling silver cuff, about 6.5 inches long, with a bright blue enamel stripe along the outside and a tiny anchor charm dangling from a delicate chain. The inside of the clasp has initials 'A.R.' stamped on it, and there’s a faint scratch near the clasp from wear. It looks gently used and in overall good condition.
