Silver bracelet with blue heart charm

I found a silver bracelet this afternoon around 3:15pm on the sidewalk near the Court Street pedestrian crosswalk by the M&T Bank in downtown Binghamton. It's a slim stainless-steel piece, about 7 inches long, with a small blue enamel heart charm and a tiny anchor charm on the clasp. There's a faint scratch along the outer edge, and the inside is engraved with the initials 'PS'. If the owner sees this, please reach out—I'd love to help you get it back.
