Rare 1999 Base Set holo Charizard card

I was going through my old Pokemon binder yesterday afternoon and realized my rare 1999 Base Set holo Charizard card is missing. It's a first edition holo Charizard, the orange dragon pops off the holo, and it's in a near mint sleeve with a tiny crease along the bottom right edge. The card lived in a white binder with a red Pokemon sticker, tucked between a couple of Eevee cards. I last had it around 3pm yesterday near the corner of Cornwall Ave and Bay Street in downtown Bellingham, outside a small cafe with a blue awning. This card has sentimental value and I would really love to get it back.
