Navy-blue staff ID card found near City Dock

I found a navy-blue staff ID badge this afternoon around 2:15pm behind the City Dock in Annapolis. The card shows the name 'Ava Patel' with a small portrait photo and a bright green striped lanyard attached to a metal clip. It's in decent condition with a faint coffee stain along the bottom edge and a couple of light scratches on the plastic.
